Solve : Weird ping please help me :(?

Hello everyone
I am currently USING Tiscali as my service provider.
My ping activity is really weird and i was wondering if you could help me
when i connect to a game and if im spectating the ping is fine but as soon as i
start playing the game myself EVERYONES ping GOES exactly the same
and adventually reaches 13000+ but if i minimize the game and then maxamize it
the ping is normal for acouple of SECONDS
does anyone know what is causing this?
