Solve : Working Video Card And Moniter But No Picture?

Hello, i have built and fixed many computers, i never have ran into this problem before however. i recently purchased a new motherboard and processor for my computer. i placed everything in and everything starts properly however i get no picture. i tried using 2 different types of video outputs DVI and VGA. i did this with 2 different monitors. the video card works properly as well. i tried removing components of of the computer one at a time but still no video. the motherboard has no built in video so i need the card to make it work. the power supply has more then enough to power everything it is 800W's. any suggestions on what could cause this? or how to fix it?

my video card is a Nvidia 9800 GTX+ by pny
my new processor is a Intel Core2Quad Q8200
I Have a 800W BFG Power supplyAre the Bios settings set up for a card....yes my motherboard and processor both DIED a month ago, everything was running fine. i am trying to install the BIOS for the new things but no picture so i can'tTry another slot with that card if you can..... reseat cards and memory.

Any conflicts in Device manager ?Probably stating the obvious, but be sure all the pins in the VGA connectors are in good condition. One possible cause is if either the H sync or V sync pins does not make contact, many monitors keep the video DRIVES disabled.

 This is a feature especially of multi-sync monitors so there is no wild FLASHING while the sync frequencies lock.yes they are all fineand i only have 1 PCI express slot that my video card will GO into, and how do i access the device managerGo to control panel , then open Computer MANAGEMENT then Administrative tools then Device manager

That is all in Windows 2000 pro but I am sure there are similar menus in XP and Vistai can't because i get no picture
