There has been a mismatch between keeping pace with development activities on various fronts and providing sanitation and drinking water supply for all sectionsof society, both in small towns and rural areas. Some say that drinking water andsanitation are basic needs and a minimum amount has to be provided irrespectiveof the ability to pay for these. When we experiment with metered water, we have toallow that a certain section of society would not be able to afford the water thatthey must get as a basic requirement.
