I am not agreeing with the above statement.

Why because for the army expenditure purpose kings impose the taxes on people is correct but imposing heavy taxes on people is not correct. Sometimes, some kings have a desire of doing more wars during that time more army is needed along with that expenditure is also increasing. During that time kings tried to impose more taxes, but people are not able to pay more taxes. And they suffered very highly. So the kings reduce the expenditure of the army of not to wage more wars.
