Suppose the resistance of equal resistors is ‘R’. Suppose they are connected in series. 

Then their equivalent resistance R’ = R + R + R = 3R 

If they are connected in parallel their equivalent resistance R” = R/3

∴ Ratio of resultant resistances = R’: R”

= 3R : R/3 = 9:1
