Local Governments before the 73^rd Amendment:

Before the 73^rd Amendment, local government was in the State list. The State Governments had full authority to makes laws in this. Before the 73^rd Amendment, there was no condition that elections should be done immediately after the local government have been dissolved by the State Government. Before the 73^rd Amendment, there was no reservation for women and SC’s and ST’s. Before the 73^rd Amendment, it was the responsibility of the State Government to conduct elections for the local committees. Before the 73^rd Amendment, in the local committees, dominant castes and feudal lords had the upper hand.

Local Governments after the 73^rd Amendment: 

After the 73^rd Amendment, the power of the State governments to enact laws on local government was restricted. The States were now forced to make laws in conformity with the Amendment.

After the 73^rd Amendment, direct election came into effect. 

After the 73^rd Amendment, the condition came that if the local governments are dissolved, within 6 months fresh elections must be conducted. 

After the 73^rd Amendment, there was reservation for women and SC’s and ST’s. 

After the 73^rd Amendment, the duty of conducting elections to the local governments was vested in a State Election Commission. 

After the 73^rd Amendment, in the local committees, dominance of the dominant castes and feudal lords came to an end to a certain limit.
