' (b) Allocation of portfolios--The Prime minister allocates the portfolios among the ministers. (c) Bridge between the President and the council of ministers-The Prime Minister acts as a bridge between the President and the Council of ministers. The President is periodically kept informed about cabinet decisions. (d) Chief spokesperson-The Prime Minister acts as the chief spokesperson of the government on the floor of the House. The Prime Minister ALSO functions as the ex-office chairperson of the Planning Commission.
