What are the special powers of Rajya Sabha?

Following are the special powers of Rajya Sabha: 

1. Article 249 says that Rajya Sabha can make any subject under State List into a subject of national importance by two-thirds majority of the members who are present and who are participating in voting. 

2. Article 312 says that only Rajya Sabha has the right to give power of initiating a new All India Service by passing the proposal by two-thirds majority.
