The laws implemented by the government under land reforms could achieve partial success only. The Zamindars took advantage of the flaws in the laws and declared themselves to be farmers and challenged land reforms in court, and taking advantage of the delay in their implementation, got land leases issued in the name of their relatives. These reforms could not be equally implemented in all the regions of the country.
