Minimum number of members required to be present in a meeting is called Quorum.

It is the duty of Secretary to assess the quorum before or during the meeting. If the required quorum is not complete before the start of a meeting OR if the quorum falls below the number, it is the duty of secretary to bring this into the notice of a chairman and the meeting can be adjourned.
