1)The President of INDIA is indirectly elected by an electoral college consisting of the elected members of both houses of parliament, the elected members of the Legislative assemblies of the 28 states and the elected members of the legislative assemblies of the Union Territories of Delhi and Puducherry.

2)President Rule, under Article 356

If the President is satisfied, based on the report of the Governor of the concerned state or from other sources, that the governance in a state cannot be carried out according to the provisions in the Constitution, he/she MAY declare an emergency in the state.

3)The Prime Minister determines the general direction of Government's activities and ensures coordinated and purposeful work of the Cabinet of Ministers. The Prime Minister leads the work of the Cabinet of Ministers and is responsible before the Saeima.

4)Along with the Prime Minister, Cabinet ministers form the main decision-making group WITHIN executive government—the Cabinet. A Cabinet minister's role includes: directing government policy and making decisions about NATIONAL issues.
