Answer» Neutral gas has been given the name thermosphere. The ionized gas, ions and electrons COMBINED, is the IONOSPHERE. This mixture, which co-exists PERMANENTLY, is called the upper atmosphere. The upper atmosphere typically begins around 70 km above SEA LEVEL.
