It RECEIVES the incoming signal and automatically responds to this signal. In Air navigation, a transponder is fitted in the aircraft which responds (by PROVIDING aircraft identification and other useful data such as speed, direction, altitude of the aircraft) to the INTERROGATING signal sent by Ground based secondary RADAR.
