In China, industrialization had produced a class of technicians and engineers who were critical of the party cadres. The cadres in turn thought these experts would undermine their authority. Therefore, Mao Tse Tung called for open dialogue and discussion between the cadres and the experts which would improve their mutual relationship. He said, “Let a hundred flowers bloom and a hundred schools of thought contend.”
