The imperialism of Russia had grown over dominating hence the country looked forward to expansion of the empire. Russia wanted to capture a sea-coast that COULD be used round the year of navigation. Due to excessive COLD the northern and western sea-coast that remained COVERED with ICE and thus was not navigable. Russia had gained her influence by constructing a railway in Manchuria. The problem of Manchuria depended the hostilities between the two countries. Russia had established her influence near the Yalu river in Korea. Russia defeated in the Russo-Japanese war the battle affected her power and prestige adversely. At heart Bismarck never wanted to lose Russia. But alliance with Austria went against his wishes. Russia now came to believe that Germany was her only enemy. Even after concluding a military alliance with Austria, Bismarck, however, continued his efforts to win over Russian.In 1881 according to which it was decided that if a fourth power ATTACK Russia Austria-Hungary and Germany would remain neutral.
