Answer» The new Congress (R) was formed by Indira Gandhi. The party had a strong Central leader in the form of Indira Gandhi but was weak at the organizational level. The popularity of the party was tied to Indira Gandhi and the party began a populist agenda with ‘Garibi Hatao’ (Remove Poverty) to gather support from particular social communities. This led to the support of certain communities such as poor, women, scheduled castes and tribes and religious minorities.
