This phenomenon is called total internal reflection. The phenomenon occurs if the light angle of incidence is greater than a certain limit angle, called critical angle. In general, total internal reflection takes place at the boundary between two transparenal media, when a ray of light in a medium of higher index of refraction approches the other medium at angle of incidence greater than the critical angle. For a water-air surface the critical angle is 48.5°. According to given question incident angle 47°, which is less than critical angle of water to air. in this case total internal reflection will not occur.
