Discussion on transfer of power broke down due to Jinnah’s unrelenting extra ordinary demands. 3. The Muslim league had an absolute right to choose all Muslim members of the executive council. 4. There should be kind of communal veto in the councils. 5. Decisions opposed by Muslims needed a two-third majority. 6. The British intention of not annoying the unionists who consistantly supported the British and still controlled the Punjab government. 7.
