Why did Tsar and his rule become unpopular in Russia? |

As the Russian army retreated, they destroyed crops and buildings to prevent the enemy from being able to live off the land. This destruction led to over 3 million refugees in Russia. The situation discredited the government and the ruling Tsar. Soldier did not wish to fight the war. | |
