1.	Why do you think it was necessary to defeat the palegars before the Ryotwari Settlement could be introduced?
Answer» Palegars resisted the imposition of British rule and indulged in constant war and looting. They had armed followers. Identifying the orizinal land owners was very difficult. So they should be subdued first. I think law and order should be restored before the Ryotwari settlement.
