1.	Why pondicherry and delhi have legislative assembly?
Answer» Hlo Delhi and pondicherry have a special status. They are DIFFERENT from the USUAL states and UNION TERRITORIES. other UTs have administrators, but only these two have a legislative assembly, a CM and Lt. Governor. Delhi can't be given the special status of a complete state because it is the capital of or country. so only Delhi and pondicherry have legislative assembly regarding union territories.
