After the beginning of the First World War and several large defeats of the RUSSIAN army, the serious political CONFLICT APPEARED between the Duma and EXECUTIVE POWER. On 25 February 1917, Emperor Nicholas II signed a decree on the dissolution of the Duma till April 1917.
