This is because of the following reasons:He depends on his parents for food, shelter and comfort.As his brain has not completely developed so he is incapable of understanding whether he is hungry or thirsty.He is also incapable of analysing or taking his own decisions.He is incapable of carrying out co-ordinated movements of his body.
