Answer» It is right that the concept of human rights is one of the driving forces of our times. The human rights inspections and publicising of abuses compel the governments to protect them. The human rights record of a state has become the ligitimate concern of the international community. There is, as Jerome Shestack observed, ‘a moral inevitability to human rights’. यह सही है कि हमारे समय में मानव अधिकारों के अत्यधिक शक्तिशाली होने की व्यवस्था की अवधारणा है। मानव अधिकारों के निरीक्षण व दुरुपयोग का प्रचार सरकारों को इनकी रक्षा करने को बाध्य करता है। एक देश का मानव अधिकार रिकार्ड अन्तर्राष्ट्रीय बिरादरी की विधिसंगत चिंता बन जाता है। जैसा कि जेरोम सेस्टैक कहते हैं, ‘यह मानव अधिकारों के प्रति एक नैतिक अनिवार्यता है।’ |
