Morley- MINTO reforms were introduced by the British in 1909.

.The number of members in the Central and Provisional legislatures were increased which in turn increased the Indian Quota of membership.

Members were to be indirectly elected by landlords, and not directly elected by people.

System of separate electorates for Muslims was introduced.

Seats were reserved for Muslims who COULD be elected by Muslim voters.

Special representation was given to landlords, Europeans and the Indian commercial class.

The Act also provided for an Indian member in the central executive council.
