Chlorine gas reacts with the water to give hydrochloric acid hypochlorous acid (HClO) Cl2 + H2O → HCl + HOCl 

Hypochlorous acid decomposes and liberate atomic oxygen. 

HClO → HCl + [O] 

This atomic oxygen oxidises coloured substances.
