देशात केरळ या राज्यामागोमाग सर्वाधिक साक्षरता महाराष्ट्रामध्ये आहे. तिचे प्रमाण ७७.२७ टक्के इतके आहे. १९९० सालापासून ते आजतागायत राबवलेल्या विविध योजना तसेच उपक्रमांमुळे महाराष्ट्रात साक्षरतेचे प्रमाण लक्षणीयरीत्या वाढली. राज्याच्या शहरी भागामध्ये साक्षरतेचे प्रमाण वाढले हे उत्तमच आहे. मात्र ग्रामीण भागातही या दृष्टीने विशेष प्रगती झाल्याचे ध्यानात येईल. त्यामुळे शहरी व ग्रामीण भागातील दरी कमी होण्यासही हातभार लागला आहे. २००१ च्या जनगणनेच्या हवाल्यानुसार महाराष्ट्रातील ग्रामीण भागातल्या साक्षरतेचे प्रमाण १५.३२ टक्क्यांनी तर शहरी भागातील साक्षरतेचे प्रमाण ६.५६ टक्क्यांनी वाढले आहे. गेल्या तीन दशकांत राज्याच्या ग्रामीण भागामध्ये नागरीकरण तसेच सामाजिक, आर्थिक या सर्वच दृष्टींनी अनेक बदल घडून आलेले आहेत. राज्यामध्ये साक्षरांच्या वाढणाºया एकूण संख्येमध्ये पुरुषांच्या तुलनेत महिला साक्षरांची संख्या लक्षणीय आहे. हा प्रवाह ग्रामीण भागात अधिक विकसित होत आहे. महाराष्ट्रातील एकूण जिल्ह्यांपैकी २५ जिल्ह्यांमध्ये पुरुषांच्या साक्षरतेचे प्रमाण ६० ते ८० टक्क्यांच्या घरात आहे. मात्र याच जिल्ह्यांमध्ये महिला साक्षरतेसंदर्भात इतक्या मोठ्या आकडेवारीचा टप्पा गाठणे शक्य झालेले नाही ही फारशी भूषणावह गोष्ट नाही. १९९१ मध्ये महाराष्ट्रातल्या १८ जिल्ह्यांमध्ये महिला साक्षरतेचे प्रमाण ३० ते ५० टक्क्यांच्या दरम्यान होते, तर २००१ मध्ये राज्यातल्या २३ जिल्ह्यांमध्ये हेच प्रमाण ५० ते ७० टक्क्यांपर्यंत जाऊन पोहोचले. एका बाजूला म्हटले तर ही लक्षणीय प्रगती आहे, तर दुसºया बाजूला १९९१ ते २००१ या दहा वर्षांच्या कालावधीत महिला साक्षरतेचे प्रमाण याहून अधिक वेगाने वाढणे गरजेचे होते. मात्र तसे झालेले नाही. याला कारण शासकीय पातळीवर उत्तम योजना राबवल्या जात असल्या तरी अनेकदा त्यामध्ये मोठ्या प्रमाणावर भ्रष्टाचार होतो. साक्षरता वर्ग न घेताच त्यांची नोंद दाखवणे, खोटे विद्यार्थी, शैक्षणिक साहित्याच्या खरेदीतील अपहार अशा अनेक गोष्टींमुळे प्रगतीवर नक्कीच विपरीत परिणाम होतो. समाजाच्या तळागाळापर्यंत या योजनांचे लाभ जसे पोहोचायला पाहिजेत तसे न गेल्याने खोट्या आकडेवारीला ऊत येतो. या सर्व अडथळ्यांतून मार्ग काढत महाराष्ट्राला १०० टक्के साक्षर बनवण्याचे ध्येय गाठावे लागणार आहे. ते वाटते तितके सोपे नाही. जागोजागी नोकरशहा, पालिका, ग्रामपंचायत अधिकारी, सरपंच यांच्याकडून केल्या जाणारा गैरकारभार त्यासाठी कठोरपणे मोडून काढावा लागेल. साक्षरतेसाठी केंद्र व राज्य सरकारच्या अनेक योजनांची माहिती शहरी व ग्रामीण भागातील लोकांपर्यंत कशी व्यवस्थित पोहोचेल यासाठी सुनियोजित प्रयत्न व्हायला हवेत. १९९१ ते २००१ या कालावधीतील आकडेवारी लक्षात घेतली तर पश्चिम तसेच ईशान्य महाराष्ट्रातील भागांमध्ये साक्षरतेचे प्रमाण अधिक असल्याचे आढळून येईल. तर मराठवाडा भागामध्ये महिला व पुरुषांच्या साक्षरतेचे प्रमाण तुलनेने कमी आहे. हे याच काळातले चित्र नाही तर स्वातंत्र्यप्राप्तीनंतर आजतागायत या भागात साक्षरतेचे प्रमाण कायम कमीच राहिलेले आहे. केरळमध्ये साक्षरतेचे प्रमाण सर्वोच्च का आहे, याचा आढावा घेतला तर असे आढळून येते की, तेथे प्रथमपासूनच राज्य सरकार व जनतेने शिक्षणाला सर्वोच्च प्राधान्य दिले आहे. बदलत्या जगात शिक्षण घेतले नाही तर आपल्याला योग्य रोजगार मिळणार नाही याची पुरती जाणीव या राज्यातील लोकांना विशेषकरून झाली होती. त्यातच आपल्या मातृभाषेतून शिक्षण घेत असतानाच केरळी लोकांनी इंग्रजी भाषा शिक्षणाचाही अट्टहास केला. महिला व पुरुष असा भेद न करता त्यांना उत्तम शिक्षण मिळावे यासाठी राज्य सरकारने खास प्रयत्न केले. केंद्राकडून मिळणा-या शिक्षणविषयक निधीचा पुरेपूर उपयोग होईल असे पाहिले गेले. या सर्व गोष्टी घडत असताना त्यात भ्रष्टाचार झालाच नाही असा दावा कोणीच करणार नाही. मात्र तुलनेने त्याचे प्रमाण मूळ योजना विस्कटून जाईल इतके नव्हते. शिक्षण प्रसाराबरोबरच केरळमध्ये ग्रंथनिर्मिती, नियतकालिके, वर्तमानपत्रे यांच्या प्रकाशनासाठी पद्धतशीर प्रयत्न केले गेले. सुजाण वाचक घडवण्यासाठीही योजनाबद्ध प्रयत्न झाले. महाराष्ट्रामध्ये सुधारकांची, शिक्षणाची मोठी परंपरा आहे. या भूमीतूनच देशाला आदर्शवत वाटाव्यात अशा गोष्टींची सुरुवात झाली. मात्र असे असूनही महाराष्ट्रात केरळपेक्षा साक्षरतेचे प्रमाण कमी का असावे, याचा अचंबा वाटतो. केरळी लोकांनी शिक्षणाच्या बळावर देशातील कानाकोप-यात व परदेशांत जाऊन उत्तम नोक-या मिळवल्या. व्यवसाय सुरू केले. महाराष्ट्रातील सुजाण नागरिकांनी आपल्यातले दोष वेळीच ओळखले आणि स्वप्रगतीसाठी आपल्या आचारविचारात अनुकूल बदल केले तर महाराष्ट्र एक दिवस नक्कीच १०० टक्के साक्षर राज्य होईल असा विश्वास वाटतो.
