( आपत्ती व्यवस्थापनाचे टप्पे कोणते आहेत? आपत्ती व्यवस्थापन नाचे 3 प्रमुख टप्पे आहेत- 1) आपत्ती पूर्व व्यवस्थापन - यामध्ये प्रशिक्षण, जनजागृती उपक्रम, यंत्रणाचा सराव व प्रात्यक्षिक, आपत्ती व्यवस्थापन आराखडा तयार करून यंत्रणा सुसज्ज ठेवणे, विविध आपत्ती प्रतिसाद दलांशी संपर्क व समन्वय ठेवणे. 2) आपत्ती प्रसंगी व्यवस्थापन- प्रत्यक्ष आपत्कालीन प्रसंगी मदत कार्याचे नियोजन करणे व मदत यंत्रणा मध्ये समन्वय राखणे. 3) आपत्ती नंतरचे व्यवस्थापन- आपत्ती नंतर करावे लागणारे मदत कार्य नियंत्रित करणे, मदत व पुनर्वसन योजनेची योग्य अंमलबजावणी करणे,इत्यादि नैसर्गिक आपत्ती परिसर भूकंप, ज्वालामुखी, वादळवारे, पूर, ढगफुटी यासारख्या नैसर्गिक आपत्ती माणसाला पुरत्या हतबल करून टाकतात. त्यासाठी सतत सतर्क राहावे लागते. या आपत्तींना तोंड देण्यासाठी विशेष प्रशिक्षणांनी युक्त माणसांना सज्ज ठेवावे लागते. त्यासाठी आंतरराष्ट्रीय पातळीवर ऑक्टोबर महिन्याचा दुसरा बुधवार राखून ठेवतात व या आपत्तींना आवर घालण्यासाठी करावयांच्या कारवायांची उजळणी करतात. संयुक्त राष्ट्रसंघाच्या २२ डिसेंबर १९८९ च्या सर्वसाधारण अधिवेशनात नैसर्गिक आपत्तींना आवर घालण्यासाठी प्रस्तुत दिवसाची घोषणा झाली होती. १९९०-९९ हा काळ नैसर्गिक आपत्तींना आवर घालण्याचे दशक म्हणून घोषित झाले होते व या काळात सदर दिवसाचा सोहळा ऑक्टोबर महिन्याच्या दुसर्या बुधवारी साजरा होत गेला. नैसर्गिक आपत्तींमुळे जगभरच्या कितीतरी लोकांची घरेदारे नष्ट झाली आहेत. जीव प्राणास मुकले आहेत. काही आपत्तींमुळे तर देशांचा आर्थिक कणाच मोडून टाकला आहे. त्यासाठी या आपत्तीसंबंधी लोकांना शिक्षित करावे, माहितीची देवाणघेवाण व्हावी, या परिस्थितींना तोंड देण्याचे प्रशिक्षण मिळावे याची संयुक्त राष्ट्रसंघाला प्रकर्षाने जाणीव झाली. यासाठी राष्ट्रकुलाने तयार केलेल्या बोधचिन्हात पृथ्वीवरील आपत्तीग्रस्त देश व त्यांच्याभोवती शांतीच्या दर्शक असलेल्या ओलिव्ह वृक्षाच्या फांद्या दाखविलेल्या आहेत. सर्वसाधारण लोकांत सुरक्षिततेची भावना रुजावी, आपत्तीग्रस्त लोकांना त्वरीत आर्थिक, वैद्यकीय मदत मिळावी, आपत्तीच्या काळात नीट व्यवस्थापन व्हावे या उद्दिष्टांनी प्रस्तुत दिवसाचे प्रयोजन असते. दुर्दैवाची बाब म्हणजे जगातली गरीब लोकं या नैसर्गिक आपत्तीचे हमखास बळी होत. अलिकडच्या काळातले त्सुनामी संकट, ज्वालामुखी, भूकंप ही त्याची ताजी उदाहरणे होत. या दिवसासंबंधी जागृती व्हावी यासाठी देशोदेशीची सरकारे प्रसारमाध्यमांना हाताशी धरून एखादी घोषणा उद्यृत करतात व त्याची कारणमीमांसा जनतेला स्पष्ट करतात. चित्रकला, निबंध, फोटोग्राफी स्पर्धा आयोजित करून विद्यार्थ्यांत तसेच नागरिकांमध्ये आपत्तीकाळात कसा प्रतिसाद द्यायचा यासंबंधी चालना देणारे धडे गिरविले जातात. सभापरिषदांतून भूतकाळातील घटनांतून मिळालेले धडे प्रशिक्षणार्थ वापरले जातात. छोट्या छोट्या गटांना एकत्रित करून अल्प अर्थ सहाय्य करण्याची व त्याद्वारा उद्ध्वस्त झालेली जीवने उभारण्याची संकल्पना खूप उपयोगी ठरल्याचे दिसून आले आहे. तिचे महत्त्व या दिवशीच्या उपक्रमातून सकलांना पटवून दिले जाते. संयुक्त राष्ट्रसंघाचे कॅपिटल डेव्हलप फंड आणि डिपार्टमेंट ऑफ इकॉनॉमिक्स ऍन्ड सोशल अर्फेअर्स या शाखा हातात हात घालून या सोहळ्याचे जगभर नियोजन करीत असतात. लंडनच्या रॉयल सोसायटीत आजच्या दिवशी भलीथोरली परिषद आयोजित करून या विषयाशी निगडित विविध बाबींचा उहापोह होत आहे. |
