Broadly speaking, socialism is a pattern of economic system and organisa­tion in which some important characteristics are found: (a) State ownership of means of production such as land, mineral resources, capital, etc. and consequent cessation of property as a source of individual income, (b) Socialisation of the different sectors of the economy such as agriculture, industry, trade, commerce, banking, insurance, etc., (c) Determination of production by the central planning authority (e.g., the Planning Commis­sion of India) and distribution of goods and services by the society, i.e., by the government or by its agencies, (d) EQUALISATION of opportunities for all and of living conditions, (e) Extinction of private enterprise, (F) Elimination of capitalists, (g) Elimination of the price system and free competition, and (h) Social gain, not private profit, as the basis of production. There are different forms of socialism such as Marxian socialism, fabian socialism, collectivism, guild socialism, syndicalism and democratic social­ism. There has occurred breakdown of socialism in 1992. Today, China is perhaps the only example of pure socialism. Merits of Socialism: Socialism, whatever its FORM may be, is advocated on various grounds: (a) It can avoid the wastes of the capitalistic economic system, (b) There is an end of private property and the establishment of equal opportunities for all, (c) It provides the maximum benefit for all as produc­tion is directed towards social gain, (d) Social ownership of the means of production eliminates economic crises and mass unemployment, (e) Socia­lism realises the ideal of equality and develops social unity, (f) There is also better and planned utilisation of the country’s natural resources through the successive development PLANS, (g) There is expansion of the production in such enterprises. Demerits of Socialism: But socialism as an economic system is criticised on the fol­lowing grounds: (a) Firstly, there is a loss of efficiency due to abolition of private competition, (b) There is also a loss of PERSONAL liberty as the consumers cannot enjoy complete freedom in consumption, (c) It is also wrong to remove profit motive and freedom of enterprise, (d) In the absence of normal operation of demand and supply difficulties arise in determin­ing the prices of goods and productive services, (e) The abolition of private property causes the loss of incentives of producers and workers. Conclusion: Most of the defects of socialism can, however, be removed by suitable means. In almost every country at present there has been some bias towards socialism. In the opinion of Milton Friedman, there are only two ways of coordinating the economic activities of millions of people. One is central direction involving the use of coercion—the technique of the army and of the modern totalitarian state. The other is voluntary cooperation of individuals — the technique of the market place. Exchange can bring about coordination without coercion. In truth, the inherent danger of socialism is that in establishing a social machinery for economic direction it creates a concentration of power — the coercive power of the state and the power of a command economy — far beyond anything capitalism dreamed of and makes men even more depend­ent than free.

ईवीएम मशीनों को लेकर मुख्य चुनाव आयुक्त नसीम जैदी ने साफ कर दिया है कि टैक्नोलोजी उन्नयन के इस दौर में इनका प्रयोग जारी रहेगा और भारत पुराने कागज के मतपत्रों की प्रणाली पर महज इस वजह से नहीं लौट सकता है कि हाल में पराजित हुए कुछ राजनीतिक दलों ने इनकी विश्वसनीयता पर सवाल खड़ा किया है। चुनाव आयोग ने सभी राजनीतिक दलों को चुनौती दी है कि वे आयोग की किसी भी ईवीएम मशीन की जांच कर सकते हैं और अपनी शंकाओं का निवारण कर सकते हैं। प्रत्येक राजनीतिक दल को चार घंटे का समय मिलेगा जिस दौरान वे अपने-अपने विशेषज्ञों की मदद से मशीन का बिना मदर बोर्ड बदले इससे छेड़छाड़ किये जाने पर चुनाव परिणामों को प्रभावित किये जाने की शंका मिटा सकते हैं। चुनाव आयोग की इस चुनौती को स्वीकार करने की बारी अब विपक्षी दलों की है क्योंकि पांच राज्यों में हुए विधानसभा चुनावों और दिल्ली नगर निगम में इनकी करारी हार होने के बाद यह सवाल खड़ा हुआ है।सर्वप्रथम ऐसा सवाल उठाया जाना ही भारत की लोकतान्त्रिक प्रणाली में अनास्था का प्रतीक था क्योंकि जब चुनावों में इन दलों की विजय होती थी तो इनके लिए ईवीएम मशीनें ठीक थीं और हार जाने पर रातों-रात ये खराब हो गईं। इसके साथ ही ऐसा सवाल चुनाव आयोग की स्वतन्त्र व निष्पक्ष सत्ता के प्रति भी सन्देह उठाने वाला था। फिर भी आयोग ने इसे गंभीरता से लेते हुए ईवीएम मशीनों के सत्यापन की पेशकश की है। इसी से भारत के चुनाव आयोग की प्रतिष्ठा का अन्दाजा लगाया जा सकता है मगर इतना विश्वास के साथ कहा जा सकता है कि भारत के विरोधी दलों ने अपने निजी स्वार्थों को पूरा करने के लिए लोकतन्त्र पर ही अविश्वास करने का गुनाह किया जिसके लिए उन्हें आसानी से माफ नहीं किया जा सकता खासकर दिल्ली की उस करतबी आम आदमी पार्टी को जिसने अपने ऊपर लगे भ्रष्टाचार के गंभीर आरोपों से आम आदमी का ध्यान भटकाने की गरज से विधानसभा का एक दिवसीय विशेष सत्र बुलाकर फर्जी ईवीएम मशीन के माध्यम से परिणामों को प्रभावित करने का बेहूदा और अवैज्ञानिक प्रदर्शन किया। ईवीएम जैसी कोई भी इलैक्ट्रानिक मशीन तैयार करके उस पर मनमाफिक प्रोग्राम भरकर उसका प्रदर्शन करने के नाटक को कोई आधुनिक विज्ञान का स्नातक का छात्र भी कर सकता था मगर यह तमाशा दिल्ली के लोगों के करोड़ों रुपये फूंक कर केवल अपने चेहरे पर लगी कालिख को हल्का करने के लिए किया गया।लोकतन्त्र का इससे बड़ा मजाक दिल्ली विधानसभा में इससे पहले शायद ही कभी हुआ हो लेकिन मूल प्रश्न यह है कि लोगों का विश्वास लोकतन्त्र में कम करने का यत्न करके विरोधी दल आखिरकार सन्देश क्या देना चाहते हैं? ईवीएम को बहाना बनाकर इन दलों ने लोगों की ताकत को ही चुनौती देने का अपराध किया है क्योंकि लोगों ने ही अपने एक वोट का अधिकार प्रयोग करके इन्हें पराजित किया था और जनादेश दिया था। यह जनादेश मिश्रित था पंजाब में उन्होंने कांग्रेस को जिताया तो उत्तर प्रदेश व उत्तराखंड में भाजपा को। इसी प्रकार दिल्ली में इन्होंने आम आदमी पार्टी को उसका सही स्थान बता दिया। इतना ही नहीं सिक्किम व गोवा में ईवीएम ने ही कांग्रेस को सर्वाधिक सीटें दीं। इसके बावजूद बखेड़ा सिर्फ हार की शर्म से बचने के लिए किया गया और उस चुनाव आयोग की पवित्रता पर दाग लगाने की हिमाकत की गई जिसकी पवित्रता की कसमें दुनिया भर के लोकतान्त्रिक देश उठाते हैं लेकिन भारत को बदनाम करने की इस साजिश का पर्दाफाश करना भी जरूरी है जिससे भारत के लोगों का इस व्यवस्था में विश्वास किसी भी कीमत पर कम न होने पाये। यह चुनाव आयोग की भी जिम्मेदारी बनती थी कि वह टैक्नोलोजी की आड़ में लगाये गये ऊल-जुलूल आरोपों का सही उत्तर दे और देश के आम आदमी के अपने ऊपर जमे यकीन को कम न होने दे। दुनिया का सबसे बड़ा लोकतन्त्र कहलाये जाने वाले भारत के चुनाव आयोग की भी यह जिम्मेदारी बनती थी कि वह उस ‘तिलिस्म’ को तोड़े जो ‘सियासत’ के ‘सितमगरों’ ने अपने ‘फरेब’ को फैलाकर खड़ा किया है क्योंंकि जनमत की उपेक्षा का शिकार बने राजनीतिक दलों को ईवीएम के पीछे छुपने का बहाना नहीं दिया जा सकता।
