Yes, that's true at some extent. My two points of favour and against the abive statement are :

In favour

1. If education qualifications are MADE compulsory for CONTESTING election then surly people will try to EDUCATE more and gain qualifications. This will lead to increase in literacy level.

2. By this work, more educated and enlighten people will come up who will take country forwards in education system. More over scientific knowledge will be valuable.

In against

1. Many children due to poverty level or due to some conditions aren't able to study. Fue yo such laws there life will be MESSED and they will not be able to contests election.

2. Such conditions will surely lead to stike and protest of people who aren't educated. Moreover, due to such laws there will be no one who can stand for poor ones and solve their problems.

A Constitution is a framework for the functioning of the institutions of a country and the rules of governance of a state. The purpose of the Constitution is as follows:It establishes the ideals which the people aspire to achieve and uphold.It lays out the type of political, social and economic system that are to be adopted and promoted by the state.It PROVIDES a set of rules that FORM the basis of governance and administration of the country and are agreed upon by all communities that live in the country. It also guards against the misuse of power.It ensures that a dominant GROUP does not use its power against other people.It GUARANTEES certain fundamental rights to all citizens of the state.It provides safeguards against decisions that are detrimental to the larger interest of the country.

‘Federal Government’ is a set of government in which powers are distributed between a central authority and various constitutional units.

The key features of a federal government are as follows:

(i) Two or more levels of Government: In a federal government there are two or more levels of government at the State, provincial and local levels. As an exception in India we have third level of government i.e., at the local level.

(ii) Constitutional Status : Federalism provides constitutional guarantees for the existence and authority of each tier of government. The jurisdiction of the respective levels or tiers of government are specified in the constitution.

(iii) Independent Judiciary: Independent judiciary is the essence of federal government. Here courts have the power to interpret the constitution and the powers of the different levels of government. The highest court acts as an umpire if a DISPUTE arises between different levels of government in the exercise of their respective powers.

(iv) Financial Autonomy : In order to ensure financial autonomy federalism provides specified sources of revenue for each level of government. EVERY level is free in its own way to impose taxes and raise funds through remunerative enterprises.

In this way a ‘federal government’ has DUAL objectives i.e., to safeguard and to promote unity of the country by way of mutual TRUST and agreement to live together.

(v) Distribution of Powers: In federalism different tiers of government GOVERN the same citizens, but each tier has its own jurisdiction in specific matters of legislation, taxation and administration.

In India, judiciary is an independent BODY. It remains alof from the intervention of various ministers or any other body, I.e. Executive or Legislature.

So basically, our constitution provided power to judiciary in order to protect our rights. (Article 32) This power is given in the form of writes. These writs include- Habes CORPUS, MANDAMUS, Prohibition, Quo warrento and certiorari.

Each time and everytime your rights are violated, you can move to the high court or the SUPREME court. Such a case concludes with the court issuing writs as per your violation of rights.

Any citizen, from a begger to the first citizen of the nation may move to similar court for protecting their FR.
