औद्योगिक उन्नति के लिए बिस्मार्क ने जर्मन उद्योगों को संरक्षण दिया जिससे उद्योगो और उत्पादन में वृद्धि हुई। तैयार माल को बेचने के लिए नई मंडियों की आवश्यकता थी। इस आवश्यकता ने बिस्मार्क की औपनिवेशिक नीति अपनाने के लिए पे्ररित किया। फलतः 1884 ई. में बिस्मार्क ने अफ्रीका के पूर्वी ओर दक्षिणी-पश्चिमी भागों में अनेक व्यापारिक चौकियों की स्थापना की और तीन सम्राटों के संघ से बाहर हो गया। उसने कहा कि बिस्मार्क ने एक मित्र का पक्ष लेकर दूसरे मित्र को खो दिया है।

बिस्मार्क के लिए ऑस्ट्रिया की मित्रता ज्यादा लाभदायक थी क्योंकि आस्ट्रिया के मध्य सन्धि होने की स्थिति में जर्मनी का प्रभाव ज्यादा रहता अतः 1879 में एक द्विगुट संधि (ष्ठह्वड्डद्य ्नद्यद्यiड्डnष) हुई। 5 रूस का जर्मनी से विलग हो जाना बिस्मार्क के लिए चिन्ता का विषय बन गया। उसे लगा कि कहीं रूस फ्रांस के साथ कोई मैत्री संधि न कर ले। अतः उसने तुरन्त ही रूस के साथ सम्बन्ध सुधारने का प्रयत्न किया। 1881 में उसे सफलता भी मिली। अब जर्मनी, रूस और ऑस्ट्रिया के बीच सन्धि हो गयी।

5 अब बिस्मार्क ने इटली की ओर ध्यान दिया और इटली से सन्धि कर फ्रांस को यूरोपीय राजनीति में बिल्कुल अलग कर देना चाहा। इसी समय फ्रांस और इटली दोनों ही अफ्रीका में स्थित ट्यूनिस पर अधिकार करने को इच्छुक थे। बिस्मार्क ने फ्रांस को ट्यूनिस पर अधिकार करने के लिए प्रोत्साहित किया ताकि फ्रांस में जर्मनी के पक्ष में सद्भावना फैल जाए और फ्रांस साम्राज्यवाद में उलझा जाए, जिससे जर्मनी से बदला लेने की बात दूर हो जाए। 1881 में फ्रांस ने ट्यूनिस पर अधिकार कर लिया जिससे इटली नाराज हुआ। इटली की नाराजगी का लाभ उठाकर बिस्मार्क ने 1882 में इटली, जर्मनी और ऑस्ट्रिया के बीच त्रिगुट संधि (Triple Alliance) को अन्जाम दिया।
