प्रथम विश्वयुद्ध के बाद यूरोप में तानाशाही शक्तियों का उदय और विकास हुआ। इटली में मुसोलिनी और जर्मनी में हिटलर तानाशाह बन बैठे। प्रथम विश्वयुद्ध में इटली मित्र राष्ट्रों की ओर से लड़ा था परंतु पेरिस शांति सम्मेलन में उसे कोई खास लाभ नहीं हुआ। इससे इटली में असंतोष की भावना जगी इसका लाभ उठा कर मुसोलिनी ने फासीवाद की स्थापना कर सारी शक्तियां अपने हाथों में केंद्रित कर ली। वह इटली का अधिनायक बन गया। यही स्थिति जर्मनी में भी थी। हिटलर ने नाजीवाद की स्थापना की तथा जर्मनी का तानाशाह बन बैठा। मुसोलिनी और हिटलर दोनों ने आक्रामक नीति अपनाई दोनों ने राष्ट्र संघ की सदस्यता त्याग दी तथा अपनी शक्ति बढ़ाने में लग गए। उनकी नीतियों ने द्वितीय विश्वयुद्ध को अवश्यंभावी बना दिया।

साम्राज्यवादी प्रवृत्ति

द्वितीय विश्वयुद्ध का एक प्रमुख कारण बना साम्राज्यवाद। प्रत्येक साम्राज्यवादी शक्ति अपने साम्राज्य का विस्तार कर अपनी शक्ति और धन में वृद्धि करना चाहता था। इससे साम्राज्यवादी राष्ट्र में प्रतिस्पर्धा आरंभ हुई।

यूरोपीय गुटबंदी

जर्मनी की बढती शक्ति से आशंकित होकर यूरोपीय राष्ट्र अपनी सुरक्षा के लिए गुटों का निर्माण करने लगे। इसकी पहल फ्रांस ने की। उसने जर्मनी के इर्द-गिर्द के राष्ट्रों का एक जर्मन विरोधी गुट बनाया । इसके प्रत्युत्तर में जर्मनी और इटली ने एक अलग गुट बनाया। जापान भी इस में सम्मिलित हो गया। इस प्रकार जर्मनी इटली और जापान का त्रिगुट बना। यह राष्ट्र धुरी राष्ट्र के नाम से विख्यात हुए। फ्रांस इंग्लैंड अमेरिका और सोवियत संघ का अलग ग्रुप बना जो मित्र राष्ट्र के नाम से जाना गया यूरोपीय राष्ट्रों की गुटबंदी ने एक दूसरे के विरुद्ध आशंका घृणा और विद्वेष की भावना जगा दी।

हथियार बंदी की होड़

प्रथम विश्व युद्ध के पश्चात साम्राज्यवादी प्रतिद्वंदिता और राष्ट्र ग्रुप के निर्माण ने पुनः हथियार बंदी की होड आरंभ कर दी। फ्रांस ने अपनी सीमा पर मैगिनो लाइन का निर्माण किया और जमीन के भीतर मजबूत किलाबंदी दी कि जिससे कि जर्मन आक्रमण को फ्रांस की सीमा पर ही रोका जा सके। इसके जवाब में जर्मनी ने अपनी पश्चिमी सीमा को सुदृढ़ करने के लिए सीजफ्रेड लाइन बनाई। इन सैनिक गतिविधियों ने युद्ध को अवश्यंभावी बना दिया।

विश्व आर्थिक मंदी का प्रभाव

1929-30 की विश्व आर्थिक मंदी ने भी द्वितीय विश्वयुद्ध में योगदान किया। इसके परिणाम स्वरुप उत्पादन घट गया। बेरोजगारी और भुखमरी बढ़ गई । उद्योग धंधे कृषि व्यापार सब पर आर्थिक मंदी का बुरा प्रभाव पड़ा। जर्मनी की स्थिति सबसे बुरी थी। हिटलर ने इस स्थिति के लिए वर्साय की संधि को उत्तरदाई बताया। इससे उसकी शक्ति में वृद्धि हुई और वह तानाशाह बन बैठा।

तुष्टीकरण की नीति

तुष्टीकरण की नीति भी द्वितीय विश्वयुद्ध का एक कारण बनी. किसी भी यूरोपियों राष्ट्र ने जर्मनी, इटली की आक्रामक नीति को रोकने का प्रयास नहीं किया. वस्तुतः 1917 की बोल्शेविक क्रांति के बाद साम्यवाद की बढ़ती शक्ति से इंग्लैंड और फ्रांस खतरा महसूस कर रहे थे. दूसरी ओर जर्मनी इटली और जापान धुरी राष्ट्र संवाद के विरोधी थे. इसलिए इंग्लैंड और फ्रांस चाहते थे कि फांसीवादी शक्तियां धुरी राष्ट्र साम्यवाद का विरोध करें और वह सुरक्षित रहें. इस तुष्टीकरण की नीति की प्रतिमूर्ति ब्रिटिश प्रधानमंत्री चेंबरलेन था. इसलिए जर्मनी, इटली, जापान और स्पेन के मामलों में इंग्लैंड और फ्रांस ने हस्तक्षेप नहीं किया. इससे फासीवादी शक्तियों के हौसले बढ़ते गए

द्वितीय विश्वयुद्ध का उत्तरदायित्व

अनेक इतिहासकारों का मानना है कि हिटलर पोलैंड पर अधिकार कर प्रथम विश्वयुद्ध में जर्मनी की पराजय का बदला लेना चाहता था। साथ ही पोलैंड और सोवियत संघ पर अधिकार कर वह साम्यवाद के प्रसार को रोकना चाहता था। इसलिए हिटलर की नीतियां ही मुख्य रूप से द्वितीय विश्वयुद्ध के लिए उत्तरदाई बनी।

कुछ विद्वानों का यह भी विचार है कि सोवियत संघ और जर्मनी की संधि भी युद्ध के लिए उत्तरदाई थी। सोवियत संघ को जर्मनी के साथ संधि करने की जगह पोलैंड और पश्चिमी राष्ट्रों के साथ संधि करनी चाहिए थी। इस से भयभीत होकर हिटलर शांति व्यवस्था को भंग करने का प्रयास नहीं करता।

द्वितीय विश्वयुद्ध की प्रमुख घटनाएं

1 सितंबर 1939 को को पोलैंड पर जर्मन आक्रमण के साथ ही द्वितीय विश्वयुद्ध का बिगुल बज उठा। शीघ्र ही इंग्लैंड और फ्रांस ने भी जर्मनी के विरुद्ध युद्ध की घोषणा कर दी। उधर जर्मनी ने पोलैंड पर अधिकार कर लिया।

1 सितंबर 1939 से 9 अप्रैल 1940 तक का काल नकली युद्ध अथवा फोनी वार का काल माना जाता है क्योंकि इस अवधि में युद्ध की स्थिति बने रहने पर भी कोई वास्तविक युद्ध नहीं हुआ।

9 अप्रैल 1940 को जर्मनी ने नॉर्वे तथा डेनमार्क पर आक्रमण कर उन पर अधिकार कर लिया. जून 1940 तक जर्मन सेना ने बेल्जियम और हॉलेंड के अतिरिक्त फ्रांस पर भी अधिकार कर लिया। बाध्य होकर फ्रांस को आत्मसमर्पण करना पड़ा।

फ्रांस के बाद इंग्लैंड की बारी आई। जर्मन बमवर्षकों ने इंग्लैंड पर हवाई आक्रमण कर उसे बर्बाद करने की योजना बनाई। परंतु इंग्लैंड की लड़ाई में जर्मनी को सफलता नहीं मिली। वह इंग्लैंड पर अपना अधिपत्य नहीं जमा सका। जून 1941 में जर्मनी ने सोवियत संघ पर आक्रमण कर एक बड़े क्षेत्र
