On 7th March 1854, the British issued a gazette dissolving the State of Jhansi. RANI Lakshmibai was enraged due to the injustice when an English officer, Major Ellis CAME to meet Lakshmibai. He read out the official declaration dissolving the State. The furious Rani Lakshmibai told Ellis ‘‘Meri Jhansi Nahin Doongi (I shall not part with my Jhansi)’ when he sought her PERMISSION to leave. Ellis heard her and left. Battle of 1857 The battle for freedom that started from January 1857 engulfed even Meerut on 10thMay.

Along with Meerut, Delhi and Bareilly, Jhansi also was freed from the British rule. Three years after Jhansi was freed, Rani Lakshmibai took over the control of Jhansi and she made preparations to defend Jhansi from the likely attack by the British. Sir Hugh Rose was appointed by the British to capture Rani Lakshmibai, alive. On 20th March 1858, Sir Huge encamped with his army 3 miles away from Jhansi and sent a message to her that she should surrender; but rather than surrendering, she stood on the rampart of her fort motivating her army to fight with the British. The battle started. Jhansi CANONS started routing the British. Even after 3 days of continuous firing, the fort of Jhansi could not be attacked; therefore, Sir Hugh decided to adopt the path of treachery. Finally, on 3rd April, the army of Sir Hugh Rose entered Jhansi.

The soldiers started looting people. Rani Lakshmibai decided to join Peshava by breaking the bloc of the enemy. In the night, with her troupe of trusted 200 cavalry, she tied her 12 year old son Damodar to her back and raising the slogan of ‘Jai Shankar’ left her fort. She penetrated the British bloc and rode towards Kalpi. Her father Moropant was with her. While breaking the faction of the British army, her father got injured, was captured by the British and was HANGED.

1. Short title, extent and commencement:-

(1) This Act may be called the West Bengal Prohibition of Smoking and Spitting and Protection of Health of Non-smokers and Minors Act, 2001.

(2) It extends to the whole of West Bengal.

(3) It shall come into force on such date as the State Government may, by notification in the Official Gazette, appoint.

2. Definitions:-

In this Act, unless the context otherwise requires.-

(1) “advertisement” means and INCLUDES any notice, circular, wall-paper, pamphlets, display on HOARDINGS, telephone booths or any visible representation made by means of any light, sound, smoke, gas, writing instruments, stickers, symbol, colours, logo, trade mark, display on articles like T-shirts, shoes, sportswear, sportsgears, caps, carry bags, etc., or any other means which has direct or indirect effect of promoting smoking and/or tobacco chewing and the expression “advertise” shall be construed accordingly;

(2) “authorised officer” means any person authorised under section 4 of this Act;

(3) “chewing” means chewing of tobacco, gul (tobacco powder), khaini, use of gudakhu (tobacco paste), SUPARI with tobacco, pan masala, zarda, ghutka, and the like;

(4) “notification” means a notification published in the Official Gazette;

(5) “place of public work or use” means public places namely auditoriums, hospital buildings, health institutions, educational institutions, libraries, court buildings, public offices and public conveyances including Railways;

(6) “public service vehicle” means a vehicle as defined under clause (35) of section 2 of the Motor Vehicles Act, 1988;

(7) “smoking” means smoking of tobacco in any form, whether in the form of cigarette, cigar, beedies or otherwise with the aid of pipe, wrapper, or any other instrument;

(8) “spitting” means voluntary ejection of saliva from the mouth after or without chewing and ejection of mucus from the nose with or without inhaling snuff;

(9) “State Government” means the Government of the State of West Bengal.

For example, to compute the per capita income of a country, averages have to be used because there are differences in the incomes of diverse people. HOWEVER, there are limitations to the use of averages. Even though they are useful for comparison, they may also hide disparities. For example, the infant mortality rate of a country does not differentiate between the male and female INFANTS born in that country. Such an average tells us nothing about whether the number of children DYING before the age of one are mostly boys or girls.
