Answer» ong>Answer: भारत के स्वतंत्र होने के बाद भारत सरकार ने अंग्रेजी राज के दिनों के 'राज्यों' को भाषायी आधार पर पुनर्गठित करने के लिये राज्य पुनर्गठन आयोग (States REORGANISATION Commission) की स्थापना की। 1950 के दशक में बने पहले राज्य पुनर्गठन आयोग की सिफारिश में राज्यों के बंटवारे का आधार भाषाई था। इसके पीछे तर्क दिया गया कि स्वतंत्रता आंदोलन में यह बात उठी थी कि जनतंत्र में प्रशासन को आम लोगों की भाषा में काम करना चाहिए, ताकि प्रशासन लोगों के नजदीक आ सके। वर्ष १९५१ में भारत के प्रशासनिक प्रभाग इतिहास संपादित करें अंग्रेजों से पहले का भारत 21 प्रशासनिक इकाइयों (सूबों) में बँटा हुआ था। इनमें से कई सूबों की सांस्कृतिक पहचान सुस्पष्ट थी और कुछ में संस्कृतियों का मिश्रण था। किन्तु भारत को अपना उपनिवेश बनाने के बाद अंग्रेजों ने प्रशासनिक सुविधा का खयाल करते हुए मनमाने तरीके से भारत को नये सिरे से बड़े-बड़े प्रांतों में बाँटा। एक भाषा बोलने वालों की भू-क्षेत्रीय समरसता पूरी तरह भंग कर दी गयी। बहुभाषी व बहुजातीय प्रांत बनाये गये। इतिहासकारों की मान्यता है कि भले ही इन प्रांतों को ‘फूट डालो और राज करो’ के हथकंडे का इस्तेमाल करके नहीं बनाया गया था, पर उनमें अपनी सत्ता टिकाये रखने के लिए अंग्रेजों ने इस नीति का जम कर उपयोग किया। १९२० के दशक में जैसे ही गाँधी के हाथ में कांग्रेस का नेतृत्व आया, आजादी के आंदोलन की अगुआयी करने वाले लोगों को लगा कि जातीय-भाषाई अस्मिताओं पर जोर दे कर वे उपनिवेशवाद विरोधी मुहिम को एक लोकप्रिय जनाधार दे सकते हैं। अतः कांग्रेस ने अंग्रेजों द्वारा रचे गये ‘औपनिवेशिक प्रांत’ की जगह ख़ुद को ‘प्रदेश’ नामक प्रशासनिक इकाई के इर्द-गिर्द संगठित किया। यह ‘प्रदेश’ नामक इकाई अपने बुनियादी चरित्र में अधिक लोकतांत्रिक, सांस्कृतिक (जातीय और भाषाई) अस्मिता के प्रति अधिक संवेदनशील और क्षेत्रीय अभिजनों की राजनीतिक महत्त्वाकांक्षाओं के प्रति जागरूक थी। इस तरह 'नये भारत' की कल्पनाशीलता को उसका आधार मिला। कांग्रेस के इस पुनर्गठन के बाद राष्ट्रीय आंदोलन भाषाई अस्मिताओं से सुनियोजित पोषण प्राप्त करने लगा। प्रथम असहयोग आंदोलन की जबरदस्त सफलता के पीछे मुख्य कारण यही था। १९२८ में मोतीलाल नेहरू की अध्यक्षता में एक समिति गठित की गई, जिसे काग्रेस का पूरा समर्थन था। इस समिति ने भाषा, जन-इच्छा, जनसंख्या, भौगोलिक और वित्तीय स्थिति को राज्य के गठन का आधार माना। 1947 में भारत को आजादी मिलते ही भारत के सामने 562 देशी रियासतों के एकीकरण व पुनर्गठन का सवाल मुंह बाए खड़ा था। इसे ध्यान में रखते हुए इसी साल श्याम कृष्ण दर आयोग का गठन किया गया। दर आयोग ने भाषाई आधार पर राज्यों के पुनर्गठन का विरोध किया था। उसका मुख्य जोर प्रशासनिक सुविधाओं को आधार बनाने पर था। किन्तु तत्कालीन जनाकाक्षाओं को देखते हुए ही तत्काल उसी वर्ष जेबीपी आयोग (जवाहर लाल नेहरू, बल्लभभाई पटेल, पट्टाभिसीतारमैया) का गठन किया गया। जिसने प्रभावित जनता की आपसी सहमति, आर्थिक और प्रशासनिक व्यवहार्यता पर जोर देते हुए भाषाई आधार पर राज्यों के गठन का सुझाव दिया। इसके फलस्वरूप सबसे पहले 1953 में आंध्र प्रदेश का तेलुगुभाषी राज्य के तौर पर गठन किया गया। ध्यातव्य है कि सामाजिक कार्यकर्ता पोट्टी श्रीरामलू की मद्रास से आंध्र प्रदेश को अलग किए जाने की मांग को लेकर 58 दिन के आमरण अनशन के बाद मृत्यु हो गयी थी जिसने अलग तेलुगू भाषी राज्य बनाने पर मजबूर कर दिया था। 22 दिसम्बर 1953 में न्यायाधीश फजल अली की अध्यक्षता में प्रथम राज्य पुनर्गठन आयोग का गठन हुआ। इस आयोग के तीन सदस्य - न्यायमूर्ति फजल अली, हृदयनाथ कुंजरू और केएम पाणिक्कर थे। इस आयोग ने 30 दिसंबर 1955 को अपनी रिपोर्ट सौंपी। इस आयोग ने राष्ट्रीय एकता, प्रशासनिक और वित्तीय व्यवहार्यता, आर्थिक विकास, अल्पसंख्यक हितों की रक्षा तथा भाषा को राज्यों के पुनर्गठन का आधार बनाया। सरकार ने इसकी संस्तुतियों को कुछ सुधार के साथ मंजूर कर लिया। जिसके बाद 1956 में राज्य पुनर्गठन अधिनियम संसद ने पास किया। इसके तहत 14 राज्य तथा 6 केंद्र शासित प्रदेश बनाए गए। फिर 1960 में पुनर्गठन का दूसरा दौर चला। 1960 में बम्बई राज्य को विभाजित करके महाराष्ट्र और गुजरात का गठन हुआ। 1963 में नगालैंड गठित हुआ। 1966 में पंजाब का पुनर्गठन हुआ और उसे पंजाब, हरियाणा और हिमाचल प्रदेश में तोड़ दिया गया। 1972 में मेघालय, मणिपुर और त्रिपुरा बनाए गए। 1987 में मिजोरम का गठन किया गया और केन्द्र शासित राज्य अरूणाचल प्रदेश और गोवा को पूर्ण राज्य का दर्जा दिया गया। वर्ष 2000 में उत्तराखण्ड, झारखण्ड और छत्तीसगढ़ अस्तित्व में आए तथा इसके बाद 2जून 2014 को तेलंगाना 29 वां राज्य बना जो आन्ध्रप्रदेश राज्य से अलग हुआ।MARK ME AS BRAINLIEST THANKU |
