1927 में वाइसराय लार्ड इरविन ने महात्मा गांधी को दिल्ली बुलाकर यह सूचना दी कि भारत में वैधानिक सुधार लाने के लिए एक रिपोर्ट तैयार की जा रही है जिसके लिए एक कमीशन बनाया गया है जिसके अध्यक्ष सर जॉन साइमन होंगे. साइमन कमीशन/SIMON Commission की एक मुख्य विशेषता यह थी कि उसके सदस्यों में केवल अँगरेज़ ही अँगरेज़ थे.
