गांधी जी ने इसे भारतीय नेताओं का अपमान माना. उनका यह अनुभव था कि इस तरह के कमीशन स्वतंत्रता की मांग को टालने के लिए बनाये जाते रहे हैं. सभी नेताओं का इस विषय में यह मत था कि साइमन कमीशन/Simon Commission आँखों में धूल झोकने का एक तरीका है और जले पर नमक छिड़कने का प्रयास है. चारों तरफ से साइमन कमीशन का विरोध होते देख कर भी सरकार अड़ी रही और 3 फरबरी 1928 को साइमन कमीशन/Simon Commission बम्बई के बंदरगाह पर उतर गया. उस दिन देश भर में हड़ताल मनाई गयी और साइमन गो बैक (Simon Go Back) के नारे हर जगह लगाये जाने लगे.

यह कमीशन जब लाहौर पहुंचा तो वहां की जनता ने लाला लाजपत राय के नेतृत्व में काले झंडे दिखाए और साइमन कमीशन वापस जाओ के नारों से आकाश गूंजा दिया. यह देखकर पुलिस आपे से बाहर हो गयी और लाठियाँ बरसाने लगीं. लाठियों का शिकार लाला लाजपत राय भी हुए और अंततः इसी से उनका देहांत हो गया. इसी तरह की घटनाएँ लखनऊ, पटना और अन्य स्थानों पर भी हुई.

1927 में राष्ट्रीय आन्दोलन अपने निम्नतम स्तर पर था. स्थिति ऐसी थी कि हिन्दू-मुस्लिम दंगो के कारण राष्ट्रीय आन्दोलन या संवैधानिक सुधारों की दिशा में सोचा भी नहीं जा सकता था. लेकिन इसी समय ब्रिटिश शासन के द्वारा एक ऐसा कार्य किया गया जिसने राष्ट्रीय आन्दोलन को नवजीवन और गति प्रदान की. 1919 के अधिनियम में मांटेग्यू चेम्सपफोर्ड अधिनियम के पारित होने के 10 वर्ष पश्चात् भारत में उत्तरदायी सरकार की प्रगति की दिशा में किये गये कार्यों की समीक्षा का प्रावधान किया गया था. इसके अनुसार सरकार को 1931 ई. में इस कार्य के लिए एक आयोग नियुक्त करना था, लेकिन सरकार ने 1927 ई. में ही इस आयोग की नियुक्ति कर दी. इस आयोग के अध्यक्ष सर जॉन साइमन थे। उनकी अध्यक्षता में ‘भारतीय संवैधानिक आयोग या इंडियन स्टेचुटरी कमीशन’ बहाल किया गया। अध्यक्ष सहित इसमें कुल 7 सदस्य थे. इसमें ब्रिटेन के तीनों प्रमुख राजनीतिक दलों “कंजर्वेटिव, लिबरल और लेबर” के प्रतिनिधि रखे गये, परंतु किसी भी भारतीय सदस्य को इसमें नहीं लिया गया. यह प्रजातीय विभेद का एक जीता-जागता उदाहरण था.

कमीशन में भारतीयों को सम्मिलित न करने का कारण यह बतलाया गया कि चूंकि कमीशन को अपनी रिपोर्ट ब्रिटिश संसद को देनी होगी, इसलिए उसमें ब्रिटिश संसद के सदस्यों को ही सम्मिलित किया जाना उचित था. किन्तु सरकार का यह स्पष्टीकरण एक भुलावा था, क्योंकि इस समय दो भारतीय लॉर्ड सिन्हा और मि. सकलातवाला भी ब्रिटिश संसद के सदस्य थे.
