Functional isomers are two compounds with the same molecular formula, where two DIFFERENT functional groups are present in the molecule. 2-propanol [CH3-CH(OH)-CH3] and methyl ethyl ether [CH3-O-CH2-CH3] both have the same molecular formula, C3H8O, but are functional isomers.
