The narrator posed this question to the girl, who was blind and was his fellow traveller in the same compartment of the train. The narrator, who himself was blind, decided that he would try his best to make it apparent that he was not blind. So he was trying to pretend to that girl. When the girl asked him to look out of the window, he moved to the window ledge, making a pretence of studying the landscape. In this effort he made a mistake. He posed the above given question to the girl i.e. whether she had noticed that the trees seemed to be moving while they seemed to be standing still.
