Let 

X = 0.9 bar

As there is only 1  number under bar, multiply by 10 

10*x =10*0.9 bar

10x = 9.9 bar
-   x = -0.9 bar [subtract x from both SIDES]

9x = 9 (bar will CANCEL)

x= 9/9

x = 1


Now,

0.9 bar in p/q  is equal to 1

0.99999... in p/q form is equal to 1
