It is energetically not feasible for Pb to LOSE 4 electrons to form `PbCl_4`. Hence, it shares four electrons with four CHLORINE atoms to form `PbCl_4`. On the other hand, Pb can lose two electrons to two chlorine atoms and form ionic `PbCl_2`. | |
