Solution :There are no d-orbitals in the valence SHELL in N, therefore the covalency of N is RESTRICTED to FOUR. Therefore, it cannot form the compound `R_3N=O` which requires the valency of FIVE. However, I can EXPAND its covalency to five and form compounds like `R_3P=O`.
