Solution :`-COOH` is too weakly acidic to TRANSFER `H^+` to the weakly basic `-NH_2` attached to the electron withdrawing benzene ring. When attached to an aliphatic carbon, the `-NH_2` is sufficiently basic ACCEPT `H^+` from `-COOH` group.
