Formula:

Percentage increase/ decrease = [(new - actual)/actual] × 100%

Calculation:

Total no. of votes = 100%

⇒ X + Y + Z = 100%

⇒ 30% + 25% + Z = 100%

⇒ Z = 45%

And Z got 9600 more votes than X.

Z – X = 45% - 30% = 15%

15% = 9600

⇒ 1% = 640

And 100% = 64000 = total votes

Number of votes Y got = (25/100) × 64000 = 16000

∴ Number of votes Y got is 16000.
