The agreement was signed by India's Foreign Secretary, S Jaishankar in Victoria, the capital of Seychelles. This agreement was signed in 2015 during the visit of Prime Minister Narendra Modi. However, at that time it had not been ratified by the Seychelles Government headed by previous president, James Michel.
