To elaborate: No. they are not EXACTLY the same. According to Faraday’s Law, an induced emf is created whenever there’s a changing magnetic FLUX through a loop. If the changing emf is due to some kind motion of a CONDUCTOR in a magnetic field, then it would be called as motional emf.
