We know that if the diagonals of a quadrilateral bisect each other then it is a parallelogram. In this case ONE of the diagonals is divided in the RATIO 2:3, WHEREAS this ratio should be 1:1 for the diagonal to ve bisected. SINCE the ratio of division of diagonal is not 1:1 so it is not a parallelogram.
