What makes it more difficult is that I need a player that will play European DVDs. I play ALMOST exclusively foreign language DVDs which USE a European format DVD player. Will these require a different format DVD player in the computer??
Someone advised me that I need just to get a DVD BURNER, not a player. But I don't know enough about this whole thing.

Try calling a computer STORE & telling them what you want. A good salesman knows what his product can & cannot do.
Makes sure to ask them about their return policy before you fork out the doe.
Regards, DocThere are hacks out on the net that allow you to remove region coding.My DVD player has a piece of software added to make it code-free. But does a computer also need to have something added? When I have asked computer store individuals, I just get blank stares, and the remark that they didn't know you couldn't play foreign dvds in American players.
