hi,i have some questions REGARDING subnetting,i would GREATLY appreciate anybody's help in this regard.
can 19.0.0.0/8 have sixteen subnets if so how can we specify them?

6.If it is fragmented then is it the last packet
7.what TYPE of precedence is given to this packet
8.what type of services are required for this packet
9.If it is Fragmented then what is the fragmentation offset
10.what upper layer protocol is this IP Packet Carrying
11.what is the source IP address
12.If the packet is already fragmented
