Solve : ATI 3850 512mb GDDR3 Mem. Display problem!!!?

I just purchased an ATI RADEON 3850 512mb GDDR3 Memory Video card.

my comp specs are:

Intel Pentium(R) D CPU 2.80GHz

1 GB of RAM

Windows XP Home w/ SERVICE pack 2

The computer is a Dell Optiplex gx620 (mid tower case)

I installed the Video Card and all the drivers from here:

and when I go to run a game. it looks all pixelated... and it has black little squares that r flashing and the pixels are either refreshing too fast or too slow it looks LIKE. and when i ran Riva tuner to check the fan speeds... it shows the my GPU is running at 99.9% when ever i open a game... which should not be HAPPENING, some one please help me with this wierd problem.Bad card out of box? It happens. Try it in another computer.Dell's are finicky with drivers also...i'd check their site in the meantime and see if they've written a DRIVER for that card.Well I try'ed it in a different comp. and it had the same problem. so it is most likely the card. so i am going to RETURN it.
