Solve : Battery or Charger??

I've got a laptop that's been shelved for a while (a few years). As you may have guessed the battery is not functional. I can buy a new one but I want to be sure (ish) that the battery is the PROBLEM. Windows doesn't recognise the battery as being present but is that just because the battery is so far gone that it can't be electricaly detected? My knowledge on laptop batteries is some what out of date but as far as I'm aware there is no microchip in the battery. It is just a collection of battery cells in a pretty case.

So heres what I know:
1) Battery discharged for years
2) Windows does not detect battery
3) CHARGING light on laptop breifly illuminates when the battery is connected

I'm fairly certain that a new battery will remedy the problem but I could do with a SECOND opinion.

Just to add to the above (yes, it'll just be the battery that's dead, very common when they're stored and not charged or sued for a period of time) there is a chip in the battery. It's not particularly high tech, but it's the same principle as any semi modern phone batteries - to REPORT charge levels, prevent overcharging, and often wear level too.
