Solve : Can't boot from CD ROM?

I have a Dell Dimension 8100 running XP with SP3. I want to do a clean install.
I changed the bios boot sequence to only boot from the CD drive, but it still boots from the HDD.
The CD drive and the CD itself are known good.
I have read similar issues, but have never found a resolution.2 Questions...
When you MADE the changes in Setup did you press F10 to "save changes and exit " ? ?
Is this an official Windows CD ? ?

If yes to both than it should work...Also, when booting from CD, do you see "Press any key to boot from CD" message?On my PC, when in bios, F10 does not do anything. I have to use esc to save and exit.

I did FIX my problem by turning on the "USB Emulation" in the "Integrated DEVICES" selection in bios. I have perfromed a clean install.
Wonder how that got turned off...I imagine that it's been that way since the PC was new. It came with a USB keyboard and mouse. I am not smart enough or dumb enough to change that on my own....at least not INTENTIONALLY.
